Consensus Without Agreement

Scene

Context

In the past decade, fourteen major democratic legislatures have produced comprehensive housing policy reviews. Of these, eleven resulted in unanimous or near-unanimous committee endorsements. Zero produced binding legislation within eighteen months of publication. Average time from publication to first implemented measure: 4.3 years. Average deviation from original recommendation by implementation: 74%. The reports themselves become the deliverable. The policy becomes optional.

The Chamber

The modern consensus document does not represent agreement.

It represents the organized absence of disagreement.

This is a critical distinction. Agreement requires commitment—the binding of future action to present language. The consensus document does the opposite: it creates the appearance of alignment while preserving each party's freedom to act otherwise.

The mechanism is procedural. A committee is formed. Expertise is consulted. Language is negotiated until it accommodates all positions simultaneously. The result is a text that everyone can endorse because it commits no one.

What makes this structure durable is that it satisfies the public demand for action without producing any. The report becomes the action. Its existence is the evidence. The gap between recommendation and implementation is not a failure—it is the design.

Participants are not cynical. They believe in the process. That belief is what makes the process so effective at producing nothing.
